• National E-Licensing Portal

  In his 2016/17 budget speech, the Minister of Finance and Economic Development (MOFED) announced the setting up of an National Electronic Licensing System (NELS) as a key initiative to improve the investment and doing business climate in Mauritius. NELS aims to be a single point of entry for application, payment, processing and determination of business- related licenses in Mauritius. The Economic Development Board (EDB) has been mandated by the Ministry of Finance and Economic Development (MOFED) to spearhead the setting up and operationalisation of the NELS to improve the investment and doing business climate in Mauritius.

   

  PURPOSE

  Established under the EDB Act 2017 (amended) and for the purpose of business facilitation, the EDB would operate and manage NELS for:

  1. making of an application for;
  2. processing of an application for; and
  3. the determination of an application for a licence, a permit, an authorisation or a clearance.

  THE PROJECT

  The ‘Improving the Business and Investment Climate in Mauritius project” aims to facilitate the business and investment environment by reducing the number of business permit applications and the time taken to obtain business licences and permits. This modern and efficient practice will not only reduce the time and cost to the private sector, but will improve transparency, predictability and reduce uncertainty in the investment decision making process. The project is being co-financed by the European Union under the 11th European Development Fund, Eastern and Southern Africa and Indian Ocean Regional Indicative Programme (2014– 2020) to the tune of EU 10 million and the financing agreement was signed in January 2017.
  
  The Project comprises 5 components namely:

  1. Implementation of the National Electronic Licensing System (NELS)
  2. Carrying out a Business Process Re-engineering (BPR) Exercise
  3. Implementing a Regulatory Impact Assessment Framework
  4. Carrying out a regulatory review exercise
  5. Change management and Communication

   

  OBJECTIVES AND BENEFITS

  1. The NELS is a common platform for application, renewal and cancellation of licences. The platform would enable, inter alia:
  2. Online application, payment and issuance of electronic permits;
  3. Data to flow seamlessly among public agencies using the Government’s data sharing platform; 
  4. Online monitoring and tracking of licence application and renewal.

• Property Acquisition

  The Property Acquisition System is a web based platform that allows users to interact with the Economic Development Board Mauritius in a secured manner for the submission and processing of applications with regard to residential property development under the Real Estate Development Scheme (REDS) and the Property Development Scheme (PDS).
  
  This system enables users to:

  1. Submit application for acquisition of a residential property under Integrated Resort Scheme.
  2. Submit application for acquisition of a residential property under Real Estate Scheme.
  3. Submit application for acquisition of a residential property under Property Development Scheme.
