Webinar on NEW REGULATIONS FOR EXPORT OF FOOD PRODUCTS TO CHINA

It is brought to the attention of exporters and processing establishments exporting to China that they will be henceforth, required to comply with two new Chinese Regulations for imported food and overseas food establishments, effective as from 1st January 2022
Decree 248: Regulations on the Registration and Administration of Overseas Producers of Imported Food will require all overseas food manufacturers, processors and storage facilities to register with the General Administration of Customs of China (GACC).
Decree 249: Administrative Measures on Import and Export Food Safety covers a broad range of requirements on food exports to China, including overseas facilities registration, record filing by importers and exporters, quarantine and inspection and product labeling.
Under the “Administrative Provisions on the Registration of Overseas Food Producers”, exporting companies of specific food products will have to register online with the General Administration of Customs in China (GACC) on https://en.singlewindow.cn/, in order to be eligible to export food products to China. The GACC will give registration numbers to the companies that meet the related requirements.
In order to better understand these new food import regulations and to facilitate their registration with the GACC, Mauritian companies have been invited to participate in a “Policy interpretation webinar on Chinese Food Safety Management Regulations” that was organized by the International Trade Centre (ITC) on December 20th virtually.
The export procedures are in line with The Free Trade Agreement (FTA) between The Government of the People’s Republic of China and The Government of the Republic of Mauritius that came into force on 1 January 2021.
The FTA consists of four major parts which are trade in services, trade in goods, economic cooperation and investment.The Agreement is beneficial for both countries and will further enhance economic and trade relations between Mauritius and China. The FTA gives Mauritius duty-free access on 96% of items listed in China’s tariff schedule, representing 8,547 products and covers more than 40 services sectors.
From January to September 2021, China-Africa trade reached $185.2 billion, up 38.2 percent year-on-year, with China's direct investment in Africa totaling $2.59 billion, up 9.9 percent year-on-year, exceeding the level in 2019 before the pandemic.
Moreover, China's new direct investment in Africa reached $4.2 billion in 2020, up 56 times from 2003. As of the end of 2020, total Chinese investment in Africa had exceeded $43.4 billion, covering more than 50 African countries, which will help expand imports from Africa.
"China will continue to support African countries and Chinese companies to take advantage of measures to further expand the scale of imports from Africa, and promote the high-quality development of China-Africa trade," Qian Keming, vice minister of the MOFCOM, said during a press conference on Wednesday the 15th of December 2021.
