प्रचालन-तंत्र

1992 में मॉरीशस फ्रीपोर्ट की स्थापना का उद्देश्य मुख्य रूप से मॉरीशस को अंतरराष्ट्रीय व्यापार के लिए एक प्रतिस्पर्धी प्रचालन-तंत्र और वितरण केंद्र के रूप में विकसित करना था। यह पिछले कुछ वर्षों में एक संपन्न व्यापारिक  प्लेटफार्म  के रूप में विकसित हुआ है और अब वैश्विक ऑपरेटरों का घर है। एअरपोर्ट ऑफ़ मॉरीशस लिमिटेड SSR अंतर्राष्ट्रीय हवाई अड्डे के आधुनिकीकरण में लगा हुआ है और निजी क्षेत्र के भागीदारों को नई व्यावसायिक गतिविधियां संचालित करने की अनुमति देने के लिए आवश्यक आधारभूत संरचना स्थापित करने की दिशा में काम कर रहा है। 

हवाई अड्डे के मास्टर प्लान के एक भाग के रूप में, एक नए कार्गो और फ्रीपोर्ट ज़ोन के क्रियान्वयन के लिए हवाई अड्डे के दक्षिणी हिस्से में एक नए ज़ोन की पहचान की गई है, जिससे वार्षिक माल की मात्रा को 2025 तक लगभग 90,000 टन तक बढ़ाने के लिए पर्याप्त सुविधाओं कि व्यवस्था की जा सके। एयरपोर्ट्स ऑफ़ मॉरिशस (AML) ने 34.6 हेक्टेयर भूमि सर्विस्ड प्लॉट्स बनाने के लिए अलग चिन्हित करके रखी है, और ये प्लॉट अब उन ऑपरेटर्स और डेवलपर्स को पट्टे पर उपलब्ध हैं जो यहाँ कार्गो, फ्रीपोर्ट और प्रचालन-तंत्र की सुविधाएं निर्मित करना चाहते हैं।

    • Freeport Operators

      A freeport operator shall be authorised to carry out any of the freeport activities specified in item 3 as follows:

      1. Warehousing and storage
      2. Breaking bulk
      3. Sorting, grading, cleaning and mixing
      4. Labelling, packing, repacking and repackaging
      5. Light Assembly
      6. Minor Processing
      7. Ship building, repairs and maintenance of ships, aircrafts and heavy-duty equipment
      8. Storage, maintenance and repairs of empty containers
      9. Quality control and inspection services
      10. Export and re-export oriented airport and seaport based activities
      11. Vault for keeping gold, silver, platinum, precious and semi-precious stones, precious metals, pearls, works of art and collectors’ pieces or antiques
      12. Security, courier, assaying or exhibition area, as the case may be, used wholly and exclusively for the items referred to in sub-item (11)

      Building, developing and managing infrastructural facilities, warehouses, cold storage, offices, exhibition centres, processing units and open storage, for rental to a freeport developer or freeport operator to carry out logistics services, marketing activities and holding of exhibitions, trade fairs and other events and the activities referred to in item 3 as per the second Schedule of the Freeport Act.

      Building, developing and managing by the enterprise of its own infrastructural facilities, warehouses, cold storage, offices, exhibition centres, processing units, open storage, the carrying out of its own logistics services, marketing activities and holding of exhibitions, trade fairs and other events and its own freeport activities referred to in item 3 as per the second schedule Freeport Act.

      The Freeport activities of Third Party Freeport Developer as per the provision of item 2 of the Second Schedule of the Freeport Act are as follows:

      Build, develop and manage infrastructural facilities, warehouses, cold storage, offices, exhibition centres, processing units and open storage, for rental to a freeport developer or freeport operator to carry out logistics services, marketing activities and holding of exhibitions, trade fairs and other events and the activities referred to in item 3.

      The Freeport activities of Private Freeport Developer as per the provisions of item 1 of the Second Schedule of the Freeport Act is as follows:

    • Preferential Port Handling Charges

      Preferential charges are given to Freeport Certificate holders for Freeport containerized or bulk cargo imported by a vessel and exclusively meant for re-export. Preferential charges are also given on re-export of cars, fish and other general goods exclusively meant for re-export.

    • Administration of Minor Processing

      Minor processing is defined as mere dilution of water or any other substance, cleaning, applying any preservative or decorative coating, trimming, unloading, testing, alterations or any other finishing operations.

      Vault services is an authorized Freeport activity which has been included in the second schedule of Freeport Act to further develop the Mauritius Freeport and attract new investors to use Mauritius as a logistics platform to the region.
